Abstract
The imbalance between the availability and the requirement of qualified labors becomes one of the triggers of labor problems in Indonesia. Referring to that, higher educations are required to graduate qualified workforce to lessen this problem. Their ability in providing qualified workforce is strongly influenced by the quality of higher education that can be seen from the results of the study program accreditation and institutional accreditation conducted by the National Accreditation Board of Higher Education. Therefore, higher educations need to implement good governance to carry out qualified education and accountable management. Collaborative governance is one way that higher education can implement to improve its quality by getting involved the stakeholders in the taking decision process. The principles of credibility, transparency, accountability, responsibility and fairness need to be implemented in conducting collaborative governance. Continuous improvement of governance is necessary to accommodate all values, norms, structures, roles, functions, and aspirations of stakeholders.
