Abstract

BPJS (Badan Penyelenggara Jaminan Sosial) or Social Insurance Administration Organization now administers the Indonesian national health insurance (Jaminan Kesehatan Nasional -JKN). This program is the realization of mandate of law Number 40 of 2004 on National Social Security System (SJSN). To access this health insurance, all patients have to consult in primary health care facility first. Patients can be referenced to higher level facility if necessary. Panti Nugroho Hospital is one of higher facilities in SJSN system. To support the program, standard procedure has been created. Standard Operating Procedure (SOP) — written procedure— is also used in Panti Nugroho Hospital to implement the program. There are two kinds of SOP, i.e. SOP related to patients and SOP related to BPJS. The problem that occurs in the implementation is socialization without the speakers representing BPJS. Another problem is the different perception between the doctors and verificators about the diagnose of diseases that will be funded. The format of SOPs also needs to be revised especially related to the language used, the clearness of the steps and the certainty of “who” does “what” in each procedure.
